Junior Humanitarian Programme Officer

Your challenge:
In this role, you will work in a diverse and dynamic team on the development, monitoring, reporting and compliance of humanitarian projects with an emphasis on girls in crisis. You will do so in collaboration with colleagues both in the Netherlands and our country offices across the globe.

What will you do?
More specifically, this role has a strong emphasis on proposal development for EU grants (ECHO) and Dutch Ministry of Foreign Affairs (through the Dutch Relief Alliance).

You will work closely together with other teams in the International Programmes department as well as with the Plan International global federation.

Our ideal candidate for this position operates with a strong team spirit and eagerness to learn and has a natural willingness to co-create with a diverse team. Flexibility and a healthy work-ethos are second nature to you. This is an entry-level opportunity but past experiences or affiliation with humanitarian assistance or international relations are a strong advantage, as are strong proposalwriting skills and affinity with quantative data and analysis.

  • Proposal development for ECHO and DRA projects (and possibly other donors), You will support and where possible lead the calculation of beneficiary numbers and indicator targets for new proposals;
  • You support the development of key proposal documents such as needs assessments, environmental and risk assessments, contingency plans and proposal narratives;
  • You support the review of budgets;
  • You edit work done by Country Office colleagues, ensuring that their technical expertise is well-written and packaged convincingly for external readers.

Management of existing humanitarian programmes:

  • You support the monitoring of project progress and delivery of results including its documentation in online systems, ensuring data accuracy and alignment between narrative and system records;
  • You will support the writing and editing of reports;
  • You create and maintain a database with summaries of ongoing humanitarian projects to be used for both internal and external purposes;
  • You will support Plan’s continuous learning journey by identifying areas of improvement and contributing to Plan’s learning agenda.

You will be working with a passionate international team that is convinced of the necessity of development cooperation. We care about each other, treat each other with kindness and we believe good interpersonal contact is extremely important. You will form a team with 11 direct humanitarian colleagues. In addition, you will also work closely with our Project finance team and Knowledge & Impact team.

Functie-eisen en profiel

Job requirements:

  • Masters or Bachelors degree in a relevant field (notably humanitarian assistance and international development/relations but also social sciences, statistics etc. combined with demonstrable interest in the field);
  • Excellent writing skills in English;
  • Strong familiarity with Microsoft Excel;
  • High degree of affinity for and comfort with numbers, calculations, analysis.
  • Flexibility and ability to work under pressure, in line with humanitarian work;
  • Pragmatic, critical thinker with excellent problem solving skills and a very pro-active attitude;
  • A team player with excellent and proven communication skills;
  • A basic understanding of the international humanitarian architecture and the context of humanitarian crises around the world;
  • Proficiency in English is a requirement. French, Spanish, Portuguese and/or Dutch are an advantage.
  • Ability and willingness to travel to humanitarian crisis project countries (if required);
  • Affinity with the work and values of Plan International, including our gender transformative approach.
  • Plan International recognizes that entry-level jobs are hard to acquire and designed this vacancy specifically to contribute to enabling pathways into the humanitarian sector for motivated young people able to learn quickly on the go. Over-qualification is therefore not by definition considered an added value.

This is a dynamic role which may at times require flexibility in working hours (incl. evenings and/or weekends), especially when working on proposal design.

We offer you:

  • A temporary entry-level position for 6 months with no guarantees for extension past these 6 months;
  • A great position in an international organization with a pleasant atmosphere;
  • A fulltime work with us means 35 hours. You can schedule these hours flexibly, for example 35 hours in 4 days;
  • Gross monthly salary between €3000 and €3700 for 35 hours per week, depending on your experience;
  • Hybrid working; we work from our pleasant office in the Baarsjes, Amsterdam, at least 50% of the time. Nice restaurants and the Rembrandtpark (for a nice walk!), are at our doorstep;
  • The option to work remotely for 6 weeks per year after your first year;

  • If your commute is 10 km or more (one way), you will receive an NS business card from us;
  • 5 weeks of holiday per year;
  • Keti Koti (July 1) is a fixed day off every year;
