The International Assistance division is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.

Within the International assistance division, 510 is the data & digital unit of the Netherlands Red Cross. Our vision is that smart use of data and digital products will enable faster, higher quality and more (cost) effective humanitarian aid at a global level. The 510 initiative was established early 2016 and has grown since into a team of 50 core and project staff, and a wide network of students and volunteer data experts with diverse backgrounds.

Operations & Cloud Engineer

32-40 hours/week, The Hague

Where are you going to work?

510 is ‘scaling up’ digital humanitarian products in order to maximise their humanitarian impact. To achieve this we need to enhance our software engineering capacity and capabilities, and as a result, we are looking for an Operations & Cloud Engineer to join the team, capable of delivering high quality service to an increasing number of global users and clients.

The role involves collaborating closely with developers, product managers, data specialists, operations team members and external partners such as Financial Service Providers and technology partners. You will be designing and managing cloud infrastructure on Microsoft Azure, implementing CI/CD pipelines, improving deployment automation, ensuring security and compliance, collaborating with development teams, monitoring systems and incidents, planning infrastructure upgrades, and supporting business automation engineering initiatives, all while aligning with stakeholders and adhering to organizational policies.

You’ll report to the Software Engineering Coordinator and work with a friendly, skilled team of engineers (currently 8 and growing). Our culture encourages learning, pairing, mentorship, and healthy work-life balance.

Taken

Operations engineering (3 days week: 1 day IBF & 2 days 121)

  • Design and manage cloud infrastructure on Microsoft Azure, including networking, databases, and managed services
  • Implement and maintain CI/CD pipelines using GitHub (Actions), enabling automated builds, testing, and deployments
  • Manage deployments for new clients and improve deployment automation
  • Manage access control and security for cloud resources, databases, APIs, and source code repositories (RBAC, SSO, secrets, firewall rules)
  • Collaborate with development teams to improve reliability, performance, and scalability of platform services
  • Monitor security of systems (e.g., Orca alerts), investigate incidents, and resolve infrastructure issues, in collaboration with the responsible team
  • Plan and execute infrastructure upgrades and migrations (e.g. managed cloud services, authentication components, network configuration)
  • Define and improve operational processes, including incident response, fire drills, and preventative maintenance
  • Ensure environments follow security and compliance best practices, minimizing attack surface
  • Keep up to date with security advisories relevant to 510’s infrastructure and applications, setting priorities and advising on necessary steps.
  • Work with external penetration testing teams and follow up on their reports.
  • Communicate with stakeholders (developers, data specialists, operations) to align platform changes and operational work

Cloud engineering (0.5 day/ week; supporting Data Specialist Lead)

  • Ensure Azure resources comply with NLRC policies
  • Interface with the external IT support team for more advanced configurations
  • Advise on and implement data protection measures in Azure
  • Set up performance monitoring and alerting for key operational resources
  • Monitor costs in Azure and set up alerts for key resource groups
  • Monitor Orca alerts and their resolution by the responsible team

Business Automation Engineering work (supporting Operations team, 1.5 days a week)

  • Monitoring and repair of data pipelines and workflows across different systems (Retool, EspoCRM, Power Automate, Azure SQL database, Azure Data Factory)
  • Support in design, planning and implementation to an even better unified data and AI architecture

  • Operations Engineering: ~60%
  • Business Automation Engineering: ~30%
  • Cloud Engineering: ~10%

Functie-eisen en profiel

The ideal candidate should have at least 4-8 years of experience in Operations and cloud engineering, specifically with Microsoft Azure infrastructure. They should possess strong skills in designing and managing cloud environments, implementing CI/CD pipelines using GitHub Actions, and automating deployment processes. Experience with access control, security best practices, and incident response procedures is essential. Additionally, the candidate should excel in collaborating with development teams to enhance the reliability and performance of SaaS products.

Furthermore, the candidate should have a solid background in business automation engineering, with experience in monitoring and repairing data pipelines and workflows across various systems. Skills in setting up performance monitoring, advising on data protection measures, and implementing AI architecture in cloud environments are highly desirable. Strong communication skills to liaise effectively with stakeholders and ensure compliance with organizational policies will be an important asset. Comfort in working within agile teams and the ability to communicate effectively across various disciplines and cultures, is crucial for success in this role.

The salary for this position falls within scale 11 as mentioned in the collective agreement, depending on experience, with a minimum of €4.016,48 and a maximum of €5.630,26 gross per month on the basis of full-time employment. We offer a fixed-term contract of 1 year with the prospect of extension.

Next to your monthly salary you will have a 'personal budget’ at your disposal, of 19,2% of your monthly gross salary. You can use it to withdraw a holiday allowance, extra holidays or an end of year bonus. There are also various additional conditions such as a pension scheme, travel allowance, and good opportunities for personal development. You will also have a laptop and mobile phone at your disposal.

Our office is in the Hague, walking distance from the Laan van NOI station. You will work based on your activities, partly from home and partly from the office. We regularly meet colleagues on the work floor but also online via Teams to discuss cross-functional topics and to stay connected to each other and our networks.
