The International Assistance division is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.
The Netherlands Red Cross cooperates with Lebanese Red Cross and the Palestinian Red Crescent society by means of projects. In this support role you are responsible for tracking the progress and monitoring the impact. With your project administration experience, your coordination skills and your understanding of the contextual challenges on the ground, you contribute to the efforts of the Red Cross movement to build resilience, to protect and alleviate suffering.

Where are you going to work?
The Portfolio Officer (PO) is responsible, at headquarter level, for the planning and monitoring of the progress and deliverables of the humanitarian assistance projects supported by the Netherlands Red Cross in Lebanon, oPt and when needed in other countries to support business continuity. The PO forms a desk together with the Partnership & Portfolio Coordinator, being responsible for the project portfolio development and monitoring and supporting the delegates and local staff in the field. The Portfolio Officer reports to the Head of Programmatic Partnership Unit.

- Support the project cycle of humanitarian assistance projects in collaboration and through regular contact with the delegates and local staff in the field, national Red Cross Red Crescent Societies, and programme managers and advisors at HQ
- In close cooperation with the delegates in the field and various departments at HQ, monitor and guide the quality of projects and support the timely submission of substantive narrative and financial reports
- Ensure proper project administration, including financial administration, in collaboration with the Project Administrator, Financial Controller, Desk Assistant and delegates in the field
- Focus on PMEAL: facilitate PMEAL involvement, support Planning for Monitoring and Evaluation, validate monitoring data, ensure timely and accurate reporting, support Learning trajectories
- Coordinate necessary technical support to the delegation
- In collaboration with the PPC, delegates in the field and colleagues from different units at NLRC HQ, assist with resource mobilization activities and drafting proposals for newly identified emergency response/development projects
- Upon request, provide input to long-term strategic plans and context analyses
- Provide support to the PPC in the recruitment of delegates for projects within the portfolio
- Be available to be back up for peers needs-based, across desks and across units, within the International Assistance Department
- Be available to support processes beyond desk responsibilities

Job requirements:
- A graduate degree in international development or related field and/or equivalent experience
- At least 3 years of work experience in the humanitarian sector; experience working internationally is a plus
- At least 2 years of experience with monitoring project planning and goals
- Financial skills such as preparing budgets and monitoring (financial) project indicators are a strong asset
- Excellent oral and written command of both English and Dutch language, Arabic is an advantage
- Excellent communication skills (proposals, reporting, correspondence) with strong interpersonal and coaching skills
- Willing to travel to politically complex and challenging environments
- Skills in Word and Excel, quick learner of Internet-based management systems
- Please note that you should be able to work and live in the Netherlands on your own account (you need to have a work and residence permit)

The salary for this position falls within scale 10 as mentioned in the collective agreement, depending on experience, minimum of €3.681,06 and a maximum of €4.962,01 gross per month based on full-time employment. A fixed-term contract with the prospect of extension.
Next to your monthly salary you will have a 'personal budget’ at your disposal, of 19,2% of your monthly gross salary. You can use it to withdraw a holiday allowance, extra holidays or an end of year bonus. There are also various additional conditions such as a pension scheme, travel allowance, and good opportunities for personal development. Our office is in the Hague, walking distance from the Laan van NOI station. Like everyone else, you work activity based, partly from home and partly from the office. We regularly meet colleagues on the work floor but also online via Teams to discuss cross functional topics and to stay connected to each other and our networks.
